For newly created projects, the available plugin list is empty.

This happens with at least Firefox 23+. The workaround is to:
  1. allow mixed-content for ci.in2p3.fr (left in the url bar)
  2. Plugin management > Advanced > Check now

Problem doesn't occur with Chromium Version 27.0.1430.0 (185873).

As a workaround, setting url=http*S*://updates.jenkins-ci.org/update-center.json in hudson.model.UpdateCenter.xml at creation time does help: after a while (not sure when or about the correct click combination), the plugin list gets updated.
