I success to see the attachment in the filesytem of redmine, so it's clear that we encounter a new running condition (a bug ?)
I will try to look at this the next week.

I found the bad running condition :
1. someone register to redmine manually
2. the activate task is pending (administrators has to do the job)
3. before activation, the new user try to authenticate himself by cas
4. the plugin don't activate the account automatically
5. this is a bug.
I create two new ticket : one for this bug
and one to test special characters attachments, because i don't see the attachement file in the ticket.
so, I propose to close this ticket

Maybe add the two new tickets as "related tickets", in case we need to check later, if the bug is supposed to be repaired after a similar case.
