topology_manager-xml.ad[sb] file come from TM project.
TM should provide TMlib.gpr file and ENX drivers should use them if possible to avoid code duplication.
TM should also provide TMsoapclient.gpr file to ease call to TM.
I will open a ticket in TM project about this.

#4634 just been closed. Need to test the provided solution :
- three .gpr files
- one for topology core code (xml, postgres...)
- one for soap common
- one for soap client
