Say on a certain project only 15 people are working on. How can I make sure that these 15 people get notifications? I can select them from the long list of all CTA members, but ticking 15 boxes for each issue is a bit cumbersome.

You can use groups (more precisely: "will be able to use groups", see #4803.), the same as in CTA (https://portal.cta-observatory.org/_layouts/groups.aspx). Does that answer your question?

Sorry, I was a bit quick on that: You cannot do everything with groups. And after some thought, 15 people is a lot for ticket notification "by push". General policy is rather "opt-in", which is possible for 15 people and more.
Anyway, I do not even know, if that was your question.
