ROD dashboard: only verify when closing ticket.

Detailed Description:
Dear Dashboard Team,

When I try to close ticket (that has Solved status in GGUS), I get only Verify option (see attachment). I suppose there should be already "Reopen" option - I believe I already seen it earlier. Maybe it was removed accidentally?

Usecase: Admin solves ticket in GGUS (or dashboard), ROD wants to check it, Nagios tests are in critical state, so ROD does not only Verifies, but also should Reopen the ticket.

We already discussed about 'Reopen' action but we never implemented it because some people are complaining about both Close+Verify and would prefer a single action.

But a single action is not compliant with a "reopen" one regarding to the fact that a 'verified' GGUS ticket is no more updatable.
